To access it you have to navigate to the PixiePanel / Section / Section settings

Admin Panel → PixiePanel → Section → Section settings

Here you can reorder the sections of the home page. To do this just drag the wanted section to the place you want it to be. An additional thing that you can do here is to switch these sections to appear or not on the home page by just clicking on them.
